PSTA Board Unanimously Approves Two-Boat Plan for Tampa Bay Ferry Service

PSTA plans to purchase two vessels with the $4.8 million federal grant

St. Petersburg, FL – The Tampa Bay Ferry service is one step closer to becoming a reality. Today, the Pinellas Suncoast Transit Authority (PSTA) Board of Directors unanimously approved the plan to purchase and renovate two vessels using the $4.8 million federal grant.

PSTA is leading the development of the new ferry, which will offer improved service, lower costs, and more long-term stability than the popular Cross-Bay Ferry, which shut down last year.

*** CLICK HERE FOR PHOTOS OF THE TAMPA BAY FERRY BOAT OPTIONS ***

The Cross-Bay Ferry operated with only one boat, which prevented it from running seven days a week. The two vessels will be chosen from three possible options that have been identified in a nationwide search that led PSTA’s ferry operator, Hubbard’s Marina, to find potential boats in Seattle, San Francisco, and western Louisiana.

PSTA shared additional details on the service:

  • PSTA is targeting a one-way ticket price of $10, which is less expensive than the Cross-Bay Ferry.
  • The two chosen boats will have to be fully renovated and include a bar on board with snacks, kid-friendly drinks, and adult beverages.
  • The service will launch as soon as the vessels are retrofitted, tested, and delivered to Tampa Bay.

While no launch date has been confirmed, PSTA and its operator must still:

  • Inspect, negotiate, and buy the boats
  • Renovate the boats, which—depending on the vessel—may require new interiors, engine replacements, or other updates
  • Transport each boat to Tampa Bay on another, larger vessel

“We’re committed to creating this service the right way, so it’s sustainable for the long term,” said PSTA CEO Brad Miller. “That’s why everyone should be impressed by the effort of the Hubbard’s Marina team, working with our staff, to maximize taxpayer dollars and get two boats with this one federal grant.”

“As Chair of the PSTA Board, I’m proud of our continued commitment to expanding regional mobility and investing in innovative transportation options that serve our communities,” said Deborah Figgs-Sanders, PSTA Chair & St. Petersburg City Council Member. “For residents of St. Petersburg, this creates a reliable, stress-free alternative to sitting in traffic, offering a more enjoyable and predictable way to travel.”

Boat Options

The PSTA Board voted to approve two of the three vessels below. In December of 2025, the Board of Directors voted to approve a purchase of the Bay Breeze vessel. PSTA staff and Hubbard’s Marina would determine which two are ultimately purchased in the weeks ahead. The two selected boats are expected to receive new names in a formal ceremony before joining the Tampa Bay Ferry fleet.

Total purchase and renovation cost: $2.5 million
Expected time needed for renovation after purchase: 3-6 months

San Juan Clipper

Tampa Dock Location Set, Two-Boat Plan Announced for Future Tampa Bay Ferry

Tampa Convention Center Dock will Welcome Passengers from St. Pete When New Service Launches

TAMPA, FL – The new Tampa Bay Ferry service is planning to use two boats to offer seven-day-a-week service between Tampa and St. Petersburg, and the service has locked in a Tampa dock location that will bring passengers straight into the heart of the city’s Downtown, the Pinellas Suncoast Transit Authority (PSTA) announced today.

A photo of PSTA staff and local leaders at the Tampa dock location for the upcoming Cross Bay Ferry with images of the three vessel PSTA hopes to purchase.

PSTA’s Board is expected to vote this week on a plan to buy and renovate two vessels using a $4.8 million federal grant.

PSTA shared additional details Monday:

  • PSTA is targeting a one-way ticket price of $10, which is less expensive than the Cross-Bay Ferry.
  • The two chosen boats will have to be fully renovated and include a bar on board with snacks, kid-friendly drinks, and adult beverages.
  • The service will launch as soon as the vessels are retrofitted, tested, and delivered to Tampa Bay.

If the PSTA Board approves the two-boat plan on Wednesday morning, PSTA and its operator must still:

  • Inspect, negotiate, and buy the boats
  • Renovate the boats, which—depending on the vessel—may require new interiors, engine replacements, or other updates
  • Transport each boat to Tampa Bay on another, larger vessel

“We’re committed to creating this service the right way, so it’s sustainable for the long term,” said PSTA CEO Brad Miller. “That’s why everyone should be impressed by the effort of the Hubbard’s Marina team, working with our staff, to maximize taxpayer dollars and get two boats with this one federal grant.”

“This is the kind of forward-thinking investment that helps our region grow responsibly,” said Tampa City Council Chair Alan Clendenin. “A frequent and reliable ferry system strengthens the connection between our cities, supports economic activity on both sides of the Bay, and adds a transportation option that fits the way people want to move around today.”

“This ferry service is shaping up to be a win-win for everyone, on both sides of the Bay,” said Tampa City Council Member Lynn Hurtak, who also serves on the board of the Hillsborough Transportation Planning Organization. “We’ll be taking cars off the road, opening up new transportation options for locals and tourists, and activating two great cities in really exciting ways.”

“Welcoming people into the heart of Downtown Tampa is our specialty,” said Tampa Convention Center Executive Director David Ingram. “By helping connect visitors from across the Bay and around the world, we’ll be supporting businesses and driving economic impact to the Tampa Bay region.”

At the Tampa stop on the ferry service, boats will dock at the east end of the Tampa Convention Center, near the bridge to Harbour Island. The Cross-Bay Ferry service also utilized this dock. During major festivals when the dock is inaccessible, such as Gasparilla or Special Operations Forces Week, PSTA intends to identify an alternative dock location and continue service. Specific St. Petersburg dock information will be announced in the future.

Boat Options

The plan presented to the PSTA Board on Wednesday will seek approval to buy two of the three vessels below. In December of 2025, the Board of Directors voted to approve a purchase of the Bay Breeze vessel. PSTA staff and Hubbard’s Marina would determine which two are ultimately purchased in the weeks ahead. Hurricane Help for Coastal Communities: Devastated Dunedin Pier Gets Major Funds for Repairs

Dunedin, FL—Marking a major milestone in the recovery of coastal Tampa Bay communities from hurricanes Helene and Milton, significant federal funding was delivered Monday morning to help rebuild the iconic Dunedin Pier, which was twisted and torn apart by Hurricane Helene’s destructive storm surge.

*** CLICK HERE FOR VIDEO & PHOTOS FROM THE PRESENTATION OF FUNDS – ALONG WITH IMAGES OF DAMAGED PIER ***

Photo of Representative Anna Paulina Luna, PSTA CEO Brad Miller, City of Dunedin Commissioner Jeff Gow, and Dunedin Mayor Maureen "Moe" Freaney.

Congresswoman Anna Paulina Luna worked to secure more than $800,000 in vital federal funding and Monday presented a check for the funds to representatives from the Pinellas Suncoast Transit Authority (PSTA) and the City of Dunedin. These funds will specifically reconstruct the portion of the pier used by PSTA’s Clearwater Ferry, creating a permanent dock for the ferry service, which serves as an important transportation and tourism link to other Pinellas County communities.

“After the devastation caused by Hurricanes Helene and Milton, rebuilding the Dunedin Pier is about more than infrastructure, its about restoring the heart of this community,” said Representative Anna Paulina Luna, Florida’s 13th Congressional District. “I was proud to help secure this funding to ensure Dunedin comes back stronger, safer, and ready to thrive again.”

PSTA’s Clearwater Ferry has made stops at the Dunedin Pier since 2018, connecting the city with Clearwater Beach and Downtown Clearwater. When Hurricane Helene ripped apart the pier on September 26, 2024, the Dunedin portion of the ferry service was halted for more than a year.

That stopped service cut off a flow of visitors to Downtown Dunedin’s businesses as well as a popular way for Dunedin locals to get to Clearwater Beach. In October 2025, service to Dunedin resumed with a small temporary dock. Because of the funding being presented Monday, that stopgap measure will be replaced by a full, permanent dock in the months ahead.

“We sincerely thank Congresswoman Anna Paulina Luna for her support and championing these funds for our community,” said Brad Miller, Chief Executive Officer of PSTA. “ With the Dunedin line being the most popular Clearwater Ferry route, in terms of ridership, this funding will restore a critical transit link that will support tourism, workforce mobility and congestion relief along the beach communities.“

The City of Dunedin has worked tirelessly since the storm to assemble funding from a range of sources to rebuild the entire pier and restore it as a centerpiece of Dunedin’s beloved Downtown. The funds presented by Congresswoman Luna on Monday will be coordinated with funding from FEMA, the State of Florida’s Disaster Fund, and the city’s general fund to bring the pier back to life. Construction is now underway, with completion expected by the end of this year.

“This $828,000 investment is a meaningful step in Dunedin’s recovery from Hurricanes Helene and Milton and ensures the Clearwater Ferry can continue serving our waterfront community,” said Rob Walker, Vice Mayor of the City of Dunedin and PSTA Board Member. “We want to thank Congresswoman Anna Paulina Luna and her staff for securing this critical funding to ensure we are meeting the needs of our visitors and the residents of not only Dunedin, but Pinellas County, as well.”

“The Clearwater Ferry transported an estimated 25,000 passengers in 2025 between Clearwater, Clearwater Beach and Dunedin and is expected to significantly surpass that number in 2026. The money is going towards rebuilding the pier that will support ferry operations to further promote tourism, ease roadway congestion during peak travel times, and preserve the maritime character that defines our region,” Walker added.
