BASIC PURPOSE: Plans, directs and manages Maintenance Department functions required to maintain and service PSTA vehicles, facilities and related equipment.
ESSENTIAL FUNCTIONS:
- Manages the operation and maintenance of PSTA’s entire fleet and facility.
- Plans, directs, and coordinates activities necessary to ensure clean, safe, comfortable, and reliable transit service to patrons.
- Develops and implements vehicle and equipment preventive maintenance programs.
- Develops and controls work schedules for optimum utilization of personnel required for cleaning, service maintenance, repair and overhaul of PSTA vehicles, and facilities.
- Directs, supervises and evaluates work of support staff, recommendations related to hiring, promotion and discipline.
- Administers, fairly and equitably, all company policies and procedures.
- Manages fleet department budgets --- specifically develops and controls department capital and operating budgets.
- Monitors, reviews, and updates maintenance budget for both fleet and facilities ensuring efficiency in spending practices, uniformity in purchasing requests, and justification for unplanned expenses.
- Develops and maintains outside vendor and service provider relationships.
- Monitors maintenance records/reports, analyzes data, develops policies for efficient & effective operations.
- Coordinates vehicle requirements with transportation department to ensure adequate availability for operations.
- Manages and controls parts, supplies and materials inventory in a cost-effective manner.
- Ensures that applicable safety rules and regulations are adhered to.
- Develop and administer effective technical training programs to develop a competent, motivated staff.
- Administers provisions of the labor agreement.
- Prepare department objectives, monitor progress and develop program modifications to ensure attainment.
- Prepare and present reports to management and staff.
- Ensures maintenance department’s adherence to purchasing policies and procedures.
- Supports and assists purchasing and storeroom’s staff in aspects of reviewing purchase requisitions, analyzing bids from vendors and monitoring related purchase orders.
- Ensures maintenance department’s adherence and compliance to all administered grant funds and the drawing-down of released grant funds in coordination with transit grants supervisor and FDOT.
- Acts as a liaison and/or supervises outside project managers including assisting in the review of blueprints and specifications for the engineering and construction of future projects pre and post bids.
- Conducts special projects as assigned by the Chief Operating Officer or Chief Executive Officer.
- Reports to work as an “essential employee” in emergency situations or disasters, acts of nature or major incidents.
MINIMUM QUALIFICATIONS:
- Education: High school diploma/G.E.D. supplemented by education and training in business, public administration, transportation or relevant area. Prefer bachelor’s degree from an accredited college or university in business, public administration, transportation or related field.
- Experience: Ten (10) years’ experience in the maintenance of heavy duty diesel trucks or buses with at least five (5) years in increasingly responsible management positions. Administration of union labor contract is preferable.
KNOWLEDGE SKILLS & ABILITIES:
- Knowledge of: Effective and efficient maintenance practices and procedures; equipment specifications; inventory control procedures; technical aspects of repair and overhaul of vehicles and component parts; tools and materials used in a maintenance and repair facility; OSHA rules and regulations including storage of combustible or other hazardous materials; preventive maintenance policies and methods; record keeping and report preparation.
- Basic knowledge of: Developing and planning requests for capital investments; preparation and development of bus and other vehicle procurement plans, provide cost/benefit analysis for fleet/facility related projects; ability to execute implementation and phasing; provide statistical analysis of useful life for heavy duty equipment, knowledge/execution/compliance of maintenance related grant expenditures; ability to monitor, report and follow procedures to comply with all federal, state, and local regulations as it may pertain to the operation.
- Abilities: Plan, administer, coordinate and direct a broad range of work activities; evaluate existing policies and procedures; planning and development of special training programs for maintenance employees in correlation with advances in new technology; knowledge, use, and operation of fleet software, ability to develop and create maintenance reporting for distribution and statistical data; organizational and analytical skills, supervise, train and motivate support staff; communicate effectively both orally and in writing; exercise sound judgment; maintain effective working relationships with all levels of employees; analyze problems and devise appropriate courses of action; interpret and apply laws, rules and labor contract provision.

Service Attendant (Maintenance Department)

WORK SCHEDULE: 6:30 PM – 3:00 AM (Five days / 8 hr shifts – 2 days off)
WAGE: $9.98 per hour
BASIC PURPOSE: Under close supervision, cleans Authority vehicles, performs basic service maintenance on Authority vehicles, and performs other related duties as required.
ESSENTIAL FUNCTIONS:
- Drives buses through wash rack and scrubs exteriors; parks buses in assigned locations.
- Cleans buses and service vehicles and completes cleaning forms. Sweeps and mops bus floors, cleans interiors including walls, seats and windows; sprays for insects as required. Operates automated equipment used in cleaning vehicles.
- Adds fuel to buses and service vehicles in fuel island; steam cleans engines and other units.
- Checks oil and water in buses and service vehicles and adds as needed.
- Maintains written record of buses parked and cleaned; maintains a written record of vehicles to which fuel and oil was added.
- Lift heavy covers and doors.
- May enter servicing and cleaning data by using data entry equipment.
- Performs other duties as assigned.
PHYSICAL DEMANDS:
- Standing: 4 – 5 hours/day for sustained periods of time on concrete and asphalt.
- Sitting/Driving: 1-2 hours/day or more on constant basis. Seat belt properly secured on required vehicles.
- Walking: 6 – 7 hours/day on asphalt and concrete.
- Physical Effort (Exerting weight or force to lift/pull/or move objects): Light work exertion 0 - 20lbs of force is 3 – 4 hours, medium work exertion 20 - 50lbs of force 2 – 4 hours, heavy work exertion 50-100 lbs. 1 – 2 hours. Supportive equipment is available. Both sedentary and very heavy work is rare.
- Pushing, Climbing, Stooping: Occasionally required from 1-2 hours/day (Requiring lower extremities, back muscles and equilibrium). Repeated entering and exiting of buses.
- Balancing: Rare activity, less than 1 hour/ day.
- Repetitive Motion/Grasping/Feeling: 4 ½-6 hours/day and involve very frequent activity. Ability to move fingers, hands, and wrist.
- Twisting/Turning: Occasional twisting at waist and neck required up to 1-2 hours/day
- Reaching: Frequent activity required with hands, knees, and feet
- Speech/Signaling: Speaks clearly and distinctly to convey information to others.

ENVIRONMENTAL CONDITIONS:
- Noise/Vibration: Exposed to constant or intermittent noise levels above the ambient noise level. Occasional vibration, oscillation, movements of the extremities or whole body.
- Hazards: Temperature changes from weather conditions, injury exposures or potential injuries and exposure to atmospheric conditions as dust, fumes, vapors, or mist that could affect the occupational health of the employee.

Senior Planner (Planning Department)

WORK SCHEDULE: Full-time with flexibility to work beyond Monday through Friday 8:00 am – 4:30 pm
SALARY: $45,000 - $65,000
PAY GRADE: 17 (Exempt)
BASIC PURPOSE:
Advance the mission and goals of PSTA through the development of thoughtful and technically sound plans and project. Provides staff support in the development, analysis, implementation, and community engagement of the Authority’s Transit Planning Programs and grants.
ESSENTIAL FUNCTIONS:
Transit Service Planning
- Provides assistance in efforts to align PSTA service with community needs.
- Participates in the planning of service extensions, and service improvements, transit center and Park and Ride development and implementation.
- Prepare corridor specific transit service plans including ridership estimation, and capital/operating costs.
- Develops, recommends or assists in formulating policy and strategies for implementing plans and planning services, and assists in securing capital funds from diverse sources.
- Provides planning data to other divisions and departments. Ensures accurate data is integrated into development of service extensions and station and service improvements.
- As assigned, serves as PSTA’s representative to coordinate on joint agency planning projects. Reviews plans, reports, and studies from other agencies which reference PSTA plans. Comments on plans, reports and studies.
- Reviews plans, reports, and studies related to ongoing long and short term planning projects. Provides feedback and comments. Recommends changes as appropriate.
- Researches and utilizes up to date analytical tools and processes consistent with planning best practices.
- Plan Development, Review and Research
- Support, author and manage portions of Transit Development Plan update.
- Develop, pursue, and administer research and demonstration projects, and their funding to support the agency’s goals for continuous improvement in services and quality.
- Researches, assembles, analyzes and presents data.
- Develops scopes of work for feasibility studies, policy research, and project evaluation.
- Analyze, evaluate, and prepare written comments on transit studies, environmental impact reports, land use studies, and any documents or reports that are relevant to the Authority’s present and future operation.
Capital Projects
- Coordinates with PSTA’s grant administration staff and finance department regarding FTA reporting requirements.
- Reviews facility design parameters including shelters and park and ride lots.
- Evaluates project costs and benefits and submits project justification and supporting data for management review.
- Prepares and monitors project budgets to ensure project is completed within budget guidelines.
- Pursues funding opportunities and prepares grant proposals and contract agreements for assigned projects.
- Coordinates with architecture and engineering professionals.
- Organizes and obtains permits as needed for shelter and bus platform installation.
- Agency Coordination and Public Engagement
- Coordinates inter-departmental, partner/resource agency and public review of plans.
- Interact with, and make presentations to, community organizations, non-profits, and private businesses to support PSTA Public Outreach Programs.
- Establishes and maintains proactive and continuing contact with internal and external transportation committees and planning partners, including TBARTA, HART, MPO, Pinellas County, local jurisdictions and other agencies, at the staff level.
- Represent PSTA at various county, district, state, federal, and public meetings including: Citizens Advisory Committee (CAC), Bicycle Advisory Committee (BAC), Pedestrian Transportation Advisory Committee (PTAC), and Technical Coordination Committee (TCC).
- Monitors agency and public comments and policies with regard to plan development and integrates comments and policies into PSTA plans and Serves as liaison to communicate PSTA program policy, goals and objectives.
Special Projects
- Assist in the development of PSTA’s Title VI Program and LEP program, including coordination with FTA and PSTA public involvement staff. Responsible for conducting Title VI analysis related to major service changes.
- Prepare specific elements of the annual 10-Year Transit Development Plan (TDP).
- Conduct and/or manage environmental analyses for use in NEPA documents developed internally or thorough general planning consultant.
- Assists in development, contracting, and implementation of transit programs.
- Develop implementation programs for agency compliance with state and federal regulations.
- Ensures requested documentation and data are available to representatives of other agencies.
- Develop, maintain and update program databases, including database reports, scenarios, and cost benefit analyses.
- Responds to requests for information as appropriate.
- Stays abreast of legal, regulatory and policy development affecting areas of responsibility.
- Engage in quality control activities, and peer work reviews with team members in the Planning Department.
- Performs other professional duties as assigned by the Planning Manager or CDO.
MINIMUM QUALIFICATIONS:
- Education: Bachelor’s Degree required, preferably in Planning, Community Development, Public Administration, Engineering, Geography, Political Science, Economics, or similar. Master’s Degree preferred.
- Required Experience: Requires three to seven years professional experience in transit planning or community planning, public administration, or related duties.
- Preferred Experience: One or more of the following: Transit/Transportation industry experience (agency or consultant), GIS, graphic design, AICP Certification. Professional experience with social media is a plus.
- License: Must possess, or obtain and maintain, a valid Florida driver’s license.
KNOWLEDGE, SKILLS AND ABILITIES:
This position requires experience within the planning field and the use of planning best practices. Applicants with knowledge of and experience with transit and transportation planning processes including the long range planning, systems planning, corridor studies, alternatives analysis, cost/benefit analysis, facility design, travel demand model data usage, geospatial data analyses and data presentation, transit station design and associated land use policy, financial plan development and financial models, and/or environmental policy and law are preferred.
Superior communication and presentation skills are a requirement of this position. Preferred applicants will have significant writing experience and ability. Applicants must be able to express complex planning concepts to non-transit professionals and make presentations to elected officials, professional organizations and the general public. Experience and comfort talking with diverse groups will be critical.
Applicants must be able to demonstrate ability to work within a collaborative team environment and be comfortable in any role – as a leader or providing assistance. An ability to work across diverse departments and disciplines with respect, tact and professionalism is required. Successful candidates should also demonstrate their ability to be thoughtful, conscientious, organized, creative and passionate.

Bus Operators

HOURS OF EMPLOYMENT: Shift work with a minimum of 20-32 hours per week. Hours may include early mornings, late evenings, weekends, and/or holidays.
WAGE: $10.00 per hour during 8 week training. Upon successful completion of training, wage will be increased to $11.53 per hour. Will have opportunity to go full-time, upon position availability.
BASIC PURPOSE:
Under minimal supervision, operates PSTA buses, trolleys, and flex vehicles to transport passengers in a safe, timely and courteous manner, while adhering to Authority policies and procedures.
ESSENTIAL FUNCTIONS:
- Ability to safely operate PSTA revenue and non-revenue vehicles.
- Ability to adhere to route schedules while operating in mixed traffic conditions.
- Provides great customer service to passengers and others.
- Performs vehicle inspection as required.
- Ensures proper fares are collected and recorded.
- Respectfully provides accurate information to passengers related to the use of PSTA service.
- Communicates with dispatch, road supervision and emergency vehicles via radio equipment and the IVN and Transit Control Head TCH.
- Operates wheelchair lift equipment and assists disabled passengers.
- Announces bus stops in compliance with the Americans with Disabilities Act.
- Resolves passenger disputes in a courteous manner and prepares related written reports and documents as required.
MINIMUM QUALIFICATIONS:
- Education: High School diploma or G.E.D.
- License: You must have possession of one of the following:
- Class "B" Commercial Driver’s License with passenger endorsement and air brakes, or;
- Class "B" CDL permit with passenger and air brake endorsements (available at DMV offices by completion of a written test)
- Special Requirements: Seven (7) years driving experience. No serious traffic violations for previous seven (7) years which include: No DUI convictions and no more than seven (7) points against driving record in the previous four (4) years. Must successfully pass all tests and written examinations given. Will have Division of Motor Vehicle records checked. Knowledge of Florida traffic laws; Pinellas County streets and highways (preferable).
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of: Florida Traffic Laws; Pinellas County streets and highways (preferable) defensive
driving skills.
- Skilled in: Safe driving and excellent interpersonal relations.

Customer Service Representative (Marketing Department)

WAGE: $10.35 per hour
BASIC PURPOSE:
PSTA is seeking a Customer Service Representative to provide excellent customer service to the general public regarding PSTA’s services. This person will interact with customers on the phone from PSTA’s call center, and in person at PSTA’s bus terminals in Pinellas County.
ESSENTIAL FUNCTIONS:
- Answers phones and gives detailed information to the public about using the PSTA bus system; reads maps and utilizes Google Transit to give directions.
- Sells fare cards, tokens, special event tickets and processes Photo Identification Cards for employees and the public at PSTA Customer Service centers, and performs cashiering duties.
- Provides accurate, up-to-date route and schedule information, and accurate information to PSTA’s TD and Medicaid Clients. Distributes and sells tickets to TD and Medicaid Clients. Utilizes TTD/TTY (hearing impaired) equipment.
- Receives and records calls regarding customer complaints, routes them to appropriate personnel, or personally rectifies the complaint if possible.
- Stays informed on changes in service or new service; communicates with PSTA’s Transportation Department regarding detours, breakdowns of equipment and other important information.
- Performs other duties assigned by the Director of Marketing and the Customer Relations Manager
MINIMUM QUALIFICATIONS:
- Education: High school diploma or G.E.D. supplemented by training in telephone techniques or
customer service.
- Experience: One (1) year experience as a customer service representative, receptionist, or other related clerical work where duties involved extensive public contact.
- Desired Qualifications: Experience working in a call center environment, providing information and answering customer inquiries. Stable job history.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of: Business telephone equipment; general office procedures; basic computer operations, POS system, and cash handling experienced required.
- Skills & Abilities: Answer telephone inquiries in an efficient and courteous manner; establish and maintain effective working relationships with all employees and the general public; perform routine clerical duties; perform basic mathematical computations; perform data entry tasks utilizing personal computer hardware and software; learn PSTA routes.

BASIC PURPOSE:
To perform basic maintenance tasks to vehicles and assist the mechanics where deemed necessary. In addition, provide relief for Journeyman Mechanics and Service Attendants to ensure that all shifts are covered.
ESSENTIAL FUNCTIONS:
Perform vehicle maintenance repairs such as: changing lights, checking and adding fuel and oil, preventative maintenance inspections, steam clean, changing tires, checking and changing batteries as needed etc.
Certain tasks such as brake reline, engine or transmission repairs, steering repairs, electrical repairs, etc. will be performed under the guidance of the lead man, Master/Journeyman Mechanics or shop supervision.
MINIMUM QUALIFICATIONS:
- Education: High school diploma or G.E.D.
- Experience: At least (1) one to (2) years mechanics experience in automotive or heavy vehicle repair. Course study in automotive or heavy vehicle repair will be considered.
- License: CDL-B with passenger and air brakes endorsements.
- Special Requirements: No serious traffic violations or suspension of driver's license, and no DUI's for the previous seven years. No more than seven points in the previous four years.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge: Automotive or heavy vehicle mechanics and various uses of mechanical tools and terminology; Computer knowledge and data input (minimal)
- Skilled in: Auto mechanics and auto maintenance.
- Abilities: Must be able to service vehicles and provide general maintenance to them. Must possess own hand tools in accordance with PSTA requirements.

Transportation Supervisor

WORK SCHEDULE: Full-time, days and hours TBD
ESSENTIAL FUNCTIONS:
- Supervises Bus Operators, and monitors adherence to routes, schedules, personnel, operating rules and regulations and PSTA attendance policy.
- Assigns, schedules, and dispatches buses to facilitate effective and efficient delivery of service.
- Schedules Bus Operators according to union contract, to ensure adequate staffing to efficiently meet
service requirements.
- Performs DART, Safety, and Compliance checks.
- Monitors radio transmissions with Bus Operators to insure system is operating efficiently.
- Performs work processes related to Real Time Bus Information/AVL System.
- Prepares disciplinary notices for drivers consistent with Authority policies, procedures, rules and regulations. Reviews related problems and complaints with drivers to improve Operator performance.
- Prepares Operator paperwork to facilitate next day service.
- Reports unsafe road conditions; sets up detours to maintain service following accidents, breakdowns, or when routes are impassable.
- Completes daily logs of activities to provide accurate, up-to-date information.
- Keeps accurate attendance records; enters Operator time-keeping into the computer.
- Investigates and analyzes accidents to determine cause, reports findings and recommends
corrective actions.
- Relieves Bus Operators in emergencies and completes schedule if necessary.
- Mentors new Bus Operators.
- Performs minor equipment repairs.
- Performs bus rides with Operators.
- Performs other related tasks as may be assigned by the Lead Supervisor, Transportation Manager, Director of Transportation, and COO.
MINIMUM QUALIFICATIONS:
- Education: High school diploma or G.E.D. Supplemental education or training in business, transportation, safety or relevant area is preferred.
- Experience:
- At least three (3) years’ experience as a Bus Operator.
- Good safe driving record, discipline record and overall work record
- Minimal discipline record and good overall work record.
- License: Must possess and maintain a current Commercial Drivers License, Class B.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge: Dispatching functions, fare structures and routes; union contract and work rules; basic mathematical skills; principles of supervision; Personnel Rules and Regulations; State and local traffic laws; the grievance process.
- Skilled In: Skilled in driving a bus; conflict resolution; accident investigation/analysis; and data entry. Computer experience which includes Microsoft Software.
